Peter had a lot of enemies, but Parkman was one of the worse. His ability was hard to fight against and despite having so many chances to just off him, he didn’t exactly have the will power. Peter cursed himself for letting Matt live, knowing the world would be better off with him dead.
“Anyway, she was the only person around. We needed each other.” Peter had lost everything with Niki having mutual understanding. It wasn’t hard to see that the two would gather a connection from that.
